Method
Get ready by peeling the garlic and removing the stems from the dry chillies. Check the tamarind and remove any seeds or hard fibres.
Dry roast the peanuts in a kadai on low to medium flame for 7 to 8 minutes, stirring often, until the skins darken slightly and the peanuts smell roasted. Add the dry chillies, garlic and cumin during the last 3 minutes, and roast until the chillies darken slightly and the raw smell of the garlic goes. Cool for 5 minutes, then rub off the loose peanut skins.
Add the roasted mixture, tamarind and salt to a mixie. Pulse in short bursts until you get a coarse, dry powder. Do not grind for long or add water, or the peanuts will release oil and turn into a paste.
Transfer the chutney powder to a dry bowl and mix once. Serve it dry with jolada rotti, chapati or dosa, or mix a spoon with hot rice and a little oil. Store the rest in an airtight jar.
