Method
Heat gingelly oil in a kadai on low flame for 1 minute. Add toor dal and black peppercorns. Roast for 6 to 7 minutes, stirring often, until the dal is light golden-brown and smells roasted. Add dry red chillies and roast for 2 more minutes until crisp but not blackened. Remove everything to a plate.
Add grated coconut to the same kadai on low flame. Roast for 2 minutes until it just changes colour. Remove it to the plate with the roasted dal.
Cool the roasted ingredients completely for about 10 minutes. This keeps the thogayal from turning oily while grinding.
Transfer the cooled dal, chillies, pepper and coconut to a mixie. Add salt and 180 ml water, then grind for 2 to 3 minutes to a thick, slightly coarse paste. Add the remaining water little by little only if needed for the blades to run; do not make it thin.
