    In a mixing bowl add the Mutton, Ginger Garlic Paste, Kashmiri Red Chilli Powder, Turmeric Powder, Garam Masala, Cumin Powder, Fennel Powder and Salt. Mix until thoroughly combined and let it marinate for at least an hour in a refrigerator.

    In a pressure cooker, add butter and onions, green chilli and shallots. Saute until the onions are translucent and add the fennel seeds and add the marinated mutton. Saute for 2-3 minutes on a high flame and pour 1⁄2 Cup water and pressure cook on moderate heat for 20 mins or 9 whistles.

    Let the cooker rest until all the pressure releases, open the lid and cook on a high flame until the water evaporates. Add curry leaves and black pepper powder at the end and cook for 2 more minutes on a high flame. Serve hot with parotta or rice.
