    Wash and soak rice for 30 minutes.

    In a mixing bowl add the mutton along with all the ingredients except the water and marinate for 30 minutes

    Add the marinated mutton to a pressure cooker, add water and cook it on a high flame for the first whistles and for 8 whistles or 15 minutes on a moderate flame. Take out the mutton pieces and keep it in a separate bowl and strain the liquid. Measure 3 ¼ cups (800ml) of water from the cooker. Add extra water if the mutton water doesn't come up to the required quantity.

    In another pot add ghee and the cooked mutton and pour the mutton stock and bring it to a boil and add salt. Add the soaked rice, cook uncovered till the rice and water are almost level

    Keep it on a preheated tawa for dum on a low flame for 15 minutes. If the tawa isn’t hot, keep it on a high flame for the first 5 minutes and on a low flame for the next 10 minutes. Turn off the flame, and let it rest for 10 minutes. Open the pot, add 2 tbsp of saffron water and cover the pot for 2 more minutes. Open the pot, fluff the pulao and serve it hot with raita.
