Method
Mix the whole wheat flour, salt and oil in a wide bowl. Add the water little by little and knead for 8 to 10 minutes until the dough is soft and smooth. Cover and rest it for 30 minutes.
Divide the dough into 8 equal balls. Keep them covered so they do not dry out.
Coat the dough balls with some of the oil for coating and layering. Rest them for 5 minutes. Flatten one ball and roll it into a thin circle on a lightly oiled surface.
Spread a little oil over the circle and fold it into pleats from one side to the other. Roll the pleated dough into a coil, tuck the end underneath and shape the remaining balls into coils in the same way. Cover and rest the coils for 10 minutes. Roll each coil into a 5 to 6 inch parotta and keep it covered.
Heat a tawa on medium flame for 2 minutes until hot. Place one parotta on it and cook for 1 to 2 minutes until small bubbles appear and the underside has light brown spots. Flip and cook for 1 to 2 minutes until the other side has brown spots, then spread about half a teaspoon of oil on each side and cook for 30 seconds a side until golden. Cook all 8 parottas the same way.
Stack the hot parottas and press their sides gently with both hands for a few seconds to loosen the layers. Serve hot.
